여성인력의 활용증가와 출산율의 저조에 따라 육아휴직에 대한 관심이 새롭게 조명되고 있다. 그럼에도 불구하고, 대체인력의 원활한 확보가 담보되지 않으면서 육아휴직은 제도적 명맥만 유지하고 있는 실정이다. 이러한 문제는 그동안의 정책적 노력이 육아휴직의 제도구축에만 집중되었을 뿐 실제의 제도운영을 담보하는 대체인력의 확보에는 커다란 관심을 기울이지 않은 것에 기인한다. 따라서 본 논문은 여성인력구조를 파악하여 육아휴직에 따른 대체인력의 유발요건을 살펴본 후, 이에 입각하여 대체인력의 원활한 확보방안을 제시하고 있다. 즉, 대체인력의 유발요인을 최소화하는 원인지향적 대안과 대체인력의 수요가 발생한 후 이에 대한 적절한 처방으로서 결과지향적 대안 및 이의 운영 효과를 극대화하기 위한 운영 효율화 방안 등 세 가지 측면에서 각각 대안을 모색하고 있다.
Abstract
With the rising number of female officials and the decrease in birth rate, the parental leave has become a prominent issue. Nevertheless, substitute labor has not been fully assured and parental leave has been upheld as a nominal system. The reason is that political efforts have focused on just establishing the parental leave system instead of securing substitute labor, which could guarantee the operation of the system. Therefore, the purpose of this paper is to take a look at the structure of the female workforce and the requisites that induce substitute labor caused by parental leave and to draw up a plan which could ensure substitute labor. This paper suggests three alternatives: first, a cause-oriented alternative to minimize requisites which induce substitute labor; second, an effect-oriented alternative as a relevant resolution for the occurrence of substitute labor; and finally, an efficient operation-oriented alternative to maximize the effect-oriented alternative.
