지방자치단체의 행정기능 변화:기관성격 및 서비스전달방식을 중심으로

1990년대에 들어 신공공관리론의 흐름과 민선자치제의 실시로 우리나라 지방자치단체는 그 기능과 역할에 상당한 변화를 가져왔다. 이에 본 연구는 Dunleavy(1991)의 관청형성모형, Clark & Dear(1984)의 자본주의 국가기능모형 및 Savas의 공공서비스 전달방식에 관한 논의를 기초로 우리나라 지방행정기능의 성격과 변화를 분석하고 있다. 16개 광역자치단체와 230개 기초자치단체의 1999년도, 2003년도 및 2007년도 결산자료를 활용하여 분석한 결과를 요약하면, 광역자치단체는 기초자치단체나 공기업 등 여타 공공부문을 관리･감독하는 ‘통제기관’의 성격을 가지며, 공공서비스 공급은 이들을 통한 간접 전달방식에 의해 주로 이루어지고 있었다. 반면에 기초자치단체는 개인이나 기업 등 민간부문으로 자금이전 또는 계약 등의 기능을 주로 수행하는 ‘이전･계약기관’으로서 성격을 가지며, 공공서비스는 주로 민간부문을 통한 간접 전달방식에 의해 공급되고 있는 것으로 나타났다. 즉, 민선자치제 이후 광역자치단체는 독자적 기능보다는 다른 공공부문을 조정･감독 및 통제하는데 역점을 두고 있으며, 기초자치단체는 대주민 서비스전달과 같은 직접적 기능을 더욱 활발하게 수행하고 있음을 확인할 수 있다.
Abstract
Since the 1990s, a new trend of New Public Management has become clear among many countries as a principle of government reform. Another major change was made in 1995 for the popularly-elected local government system in Korea, which allows a large portion of the power and functions that had been concentrated in the central government to be transferred to sub-national governments. In this context, we seek for any changes which has been made in their roles and functions of sub-national (provincial and local) governments since the new system of local autonomy. The Dunleavy(1991)'s 'bureau-shaping model', the Clark & Dear (1984)'s state apparatus model, and the Savas' argument for service delivery methods are applied to analyze the 1999, 2003 and 2007 financial data for 16 provincial governments and 230 local governments in Korea. The study finds a substantive difference in their roles and functions between upper-level (provincial) governments and lower-level (local) governments. Provincial governments are likely to play a role as a control agency, which distributes their money to other public organizations (e.g., public enterprises, local governments) and supervises the recipient organizations' spending of the money. On the contrary, local governments seem to have a function of transfer and/or contract, which delivers their money to the private sector (e.g., individuals, firms, non-for-profit organizations) in the form of grant-in-aids and/or subsidy. Both the provincial governments' functional role as a control agency and the local governments' role as a transfer/contract agency are shown to have been strengthened over time from 1999 to 2007.
