현재 우리나라에는 과거의 중앙집권적 행정 및 재정체계가 대부분 그대로 남아 있으며, 이와 관련한 정치인, 공무원, 일반 국민들의 의식 역시 크게 변하지 않은 상태이다. 중앙은 지방을 중앙정부의 정책을 집행하는 도구로 인식하는 경향이 있고, 지방은 중앙을 지역사업 추진을 위한 자금조달창구로 인식하는 경향이 있다. 앞으로는 정책영역별로 주어진 목표를 보다 효과적․효율적으로 달성하기 위해 중앙과 지방의 기능을 재설정하고, 지방의 기능에 해당하는 영역에 있어서는 지방이 지방세 등 자체재원을 통해 지역주민에게 재정적 책임을 지도록 재정제도를 개편해야 한다. 또 중앙이 지방을 지원할 때에는 포괄보조금 또는 그에 유사한 형태의 보조금을 활용함으로써 지방의 자율성을 제고하는 동시에 사업성과에 대한 사후적 관리를 강화해야 한다.
Abstract
The administrative and financial arrangements between the central and local governments in Korea remain highly centralized even after the reintroduction of local elections in the mid-1990s. Policy-makers often treat local governments as tools to implement the policies determined by the central government. Local governments and local residents, on the other hand, view the central government as a funding source for their local projects. A drastic redesign of the respective roles of the central and local governments is being called for to enhance the effectiveness and efficiency of public policies. Local governments should rely primarily on local taxes to perform the roles assigned to them and should be held responsible to local residents for their performance. When subsidizing local governments, the central government should allow them greater room for maneuver, for example by utilizing block grants and while strengthening the monitoring of program performance.
