사회복지재정의 합리화 방안에 관한 실증연구

초록

복지수요가 증대되고 있을 뿐만 아니라 국민들이 정부에게 기대하는 복지수준도높아지고 있어 복지재정의 중요성이 나날이 증대하고 있다. 복지지출은 한번 늘어나면 줄이기 힘들기 때문에 복지프로그램의 도입은 바람직한 복지재정규모를 염두에두고 이루어져야 한다. 이 연구는 복지재정규모에 관한 다각적인 국제비교분석결과를 토대로 사회복지재정의 규모와 배분의 두 가지 측면에서 일반국민과 전문가에 대한 설문조사를 통하여 합리화방안을 모색하고 있다. 주로 규모에 관한 실증연구이지만 규모유지와 관련되는 범위 내에서 배분에 관해서도 간략하게 살펴보고 있다. 바람직한 복지재정규모는 복지국가유형에 관한 사회적 합의에 기반하여 논의가 이루어질 필요가 있다. 일반국민과 전문가에 대한 설문조사에 의하면, 우리나라가 향후 10년 이내에 추구해야 하는 복지국가 유형은 영미형의 선택적 복지이다. 사회복지지출의 내용에 따라 경제성장에 다양한 영향을 줄 수 있기 때문에 저축과 인적자원 축적을 통하여 경제성장에 긍정적인 영향을 줄 수 있도록 하는 방향으로 사회복지비를지출하는 것이 중요하다. 저소득집단의 노동시장참여를 유도하고, 지속가능한 성장효과를 가지며, 고령인을 위한 양질의 일자리 대책을 마련하고, 보육과 직업훈련 등성장 친화적 복지프로그램을 확대하는 것은 수준 높은 복지국가를 구현하기 위한 전제조건이 된다. 전문가에 대한 설문조사 결과에 의하면, 전문가들은 전반적으로 사회복지배분의 합리성이 미흡하다고 평가하고 있는 가운데, 복지재정지출의 효율적전달 및 사용에 관하여 가장 낮은 평균을 보여주고 있다. 사회복지분야의 배분 우선순위에 대해서는 국민들과 전문가들 모두 취약계층 부문이 가장 강화되어야 한다고인식하고 있다.

Abstract

The main purpose of this study is to propose the optimal size of public social welfareexpenditures and policy alternatives to improve their efficiency and effectiveness in Korea. The authors reviewed the previous studies and held experts seminars in order to develop ananalysis model and to design the surveys. The analysis model consists of two dimensions of the optimal size and rationality in theallocation of the public social welfare expenditures. In order to provide the optimal size ofpublic social welfare expenditure in Korea, this study carries out two kinds of analyses: ①the international comparison of the sizes of social expenditures, ② the analysis of thesurvey results of the public and the finance and welfare specialists. The other dimension ofthis study is about the allocations of public social welfare finance. This dimension includesrational expenditures, priority among various areas ofsocial welfare expenditure. The results of the analysis this study conducted relating to the optimal size are asfollows: First, this study made an international comparison of the sizes of socialexpenditures among OECD countries by types of welfare states. The average of theproportion of the public social welfare expenditure to GDP was 9.6% in Korea in 2009,which was much lower level than that of the other OECD countries. In addition, this studyestimated the real proportion of public social welfare expenditure to GDP at 17.2% inconsideration of the maturity level of the welfare system and the speed of population agingin Korea in 2009. Second, this study explores perceptions of the public and specialists about the optimalsize and rationality of the allocations of public social welfare expenditures in Korea. According to the survey results, the majority of the public and the specialists group wereobserved to support the application of the selective welfare model of England andAmerican type for the next 10 years. However, they prefer a universal welfare modelof the Northern European type for a long-term purpose. Relating to the rationality inthe allocations of public social welfare finance, both the public and the specialists group believe that assisting vulnerable social groups should be the first priority among various social welfare areas. This study makes an important contribution in that it presents the type of welfare state that should be sought by the Korean government, based on empirical research.
