Abstract

This paper examines the optimal level of social expenditures relative to GDP in Korea. We suggest the proposition that optimal level of social welfare expenditure should be fiscally sustainable. We set up the intertemporal government budget constraint such that it satisfy cumulative government debt relative to GDP below 60% in 2060. Therefore the government net lending must be less than 1.3∼1.7% of GDP until 2060. We estimated the optimal social government expenditure relative to GDP in 2015 to be 17.9% which is greater than the actual ratio 9.7%. The estimates of optimal social welfare expenditures for 2020∼2060 periods are lower than the estimates of previous studies.
