복지지출 국제 비교 및 경제적 효과 분석

본 연구는 우리나라의 복지지출 수준을 평가한 후 복지지출이 경제성장에 미치는 효과를 실증 분석하였다. 본 연구의 주요 연구결과는 다음과 같다. 첫째, 경제사회 여건을 고려한 상황 하에서 평가한 우리나라 공공복지지출 수준은 OECD 평균적인 추세에 비해 낮았으며, 이러한 차이는 경제사회 여건의 차이, 정책우선순위의 차이, 복지제도 성숙도의 차이 등으로 설명할 수 있었다. 한편 경제사회 여건을 고려할 경우 한국의 총사회지출수준과 OECD 평균과의 차이는 한국의 국민부담과 OECD 평균과의 차이와 비슷한 수준이다. 이는 OECD 평균과 비교할 때 국민부담에 상응하는 복지지출이 이루어지고 있음을 시사한다. 둘째, 복지지출 항목별로 보면, 현금성 지출은 OECD 평균에 비해 작은 수준이지만, 현물성 지출은 OECD 평균에 비해 작지 않았다. 셋째, 우리나라의 복지지출은 경제사회 여건이 변화함에 따라 증가할 것으로 전망된다. 그러나 OECD 평균과의 복지지출 차이 중 정부의 정책적 의지 등 경제사회여건 이외의 요인에 의한 차이는 정책의지 등이 변하지 않는다면 여전히 남아 있을 것이다. 넷째, 복지지출이 성장에 미치는 효과에 대한 system GMM 추정 결과는 복지지출이 성장에 미치는 영향이 단기와 장기에 상이하게 나타날 수 있음을 시사하였다. 또한 장단기 효과를 모두 더한 총효과를 고려할 경우, 복지지출이 성장에 부정적인 영향을 미친다고 단정적으로 말할 수 없었다. 다섯째, 복지지출 항목별로 보면, 현금성 지출이 성장에 미치는 장단기 총효과가 다소 부정적이었지만 그 크기는 그리 크지 않았다. 그리고 현물성 지출의 경우 시차를 두고 성장에 소폭이나마 긍정적인 효과를 주는 것으로 나타났다. 한편 한국의 경우 복지지출이 증가하는 과정에서 현금성 지출이 더 빠른 속도로 증가할 것으로 예상되었다. 이는 향후 한국의 복지지출 구조가 상대적으로 비생산적인 방향으로 변화할 가능성이 높음을 의미한다. 따라서 한국의 경우 현금성 지출이 상대적으로 빠른 속도로 증가하는 상황에서 복지지출이 성장에 미치는 긍정적인 효과를 크게 하고, 부정적인 효과를 최소화하는 방안에 대한 고민이 필요하다.
Abstract
In 2011, Korea spent 9.1% of GDP for total public social expenditure, which is about 39% of the OECD average. Cash transfer and in-kind transfer in Korea were 3.4% and 5.7% of GDP, which were about 25% and 59% of OECD average, respectively. However, The International Expenditure Comparison(IEC) indices, base on the regression results of the determinants of public social expenditure, were 67.6 for total public social expenditure, 44.3 for cash transfer, and 107.9 for in-kind transfer. These results show that, while considering the socio-economic factors such as GDP per capita, GDP per capita growth rate, share of the old people aged 65 and over, unemployment rate, government debt, and openness, total public social expenditure and cash transfer in Korea are lower than OECD average but in-kind transfer is not lower than OECD average. I also investigate the effect of the public social expenditure on economic growth. The estimation results show that public social expenditure have a statistically significant impact on economic growth. But the magnitude and direction of impact varies by types of expenditure.
