지방자치단체 정책결정과정의 정책네트워크 분석: 강원도청사 부지선정과정을 중심으로

본 연구는 강원도청사 이전에 영향을 끼친 정책환경을 파악하고, 정책행위자, 상호작용, 연계구조 등 정책네트워크 요소와 그에 따른 정책산출 양상을 분석하고자 하였다. 연구결과, 민선8기 정책네트워크는 정치적, 사회적 환경요소에 영향을 받았고, 공사행위자 모두가 참여하는 등 다양한 행위자로 구성되어 있다는 것을 알 수 있었다. 그리고이들 간 상호작용 과정 속에서 행위자 간 협력 관계와 갈등 관계 등 모두 다양하게 나타났다. 민선8기 도정은 공론화 과정 및 객관적 평가지표 등을 마련하였고, 선정 탈락지역에 대한 후속 개발대책 준비 등 갈등조정기제를 구축하였다. 또한 네트워크 연계구조는 전반적으로 수평적이고 지속적인 모습을 띠었다. 이러한 정책네트워크 모형에 따라최종 ‘춘천 동내면 고은리’ 등의 정책이 산출되었다. 본 연구는 도청사 부지 선정과정을정책환경과 정책네트워크 구성요소 중심으로 살펴봄으로써, 추후 공공청사 이전정책의올바른 방향성을 제시하는 등 정책적 대안을 모색하였다
Abstract
This study attempted to identify the policy environment that influenced the relocation of the Gangwon-do government building, and to analyze policy network elements such as policy actors, interactions, linkage structures and policy patterns. As a result of the study, it was found that the policy network of the 8th popular election of Gangwon-do was influenced by political and social environmental factors and was composed of various actors. In the process of interaction between them, both cooperative and conflicting relationships between actors appeared in various ways. The 8th popular election provincial government prepared public debate processes and objective evaluation indicators, and established conflict mediation mechanisms such as preparing follow-up development measures for unselected areas. In addition, the network linkage structure took on a horizontal and continuous appearance overall. According to this policy network model, a policy such as 'Goeun-ri, Dongnae-myeon, Chuncheon' was finally selected. This study sought policy alternatives, such as suggesting the correct direction of the policy for the relocation of public buildings in the future, by examining the process of selecting the site of the provincial office building, focusing on the policy environment and the components of the policy network.
