Abstract
This study employs a case study approach to provide an in-depth analysis of the structural causes and dynamic resolution processes of public conflicts arising within local communities. This study sought to explore the role of local governments in conflict resolution and to investigate strategies for adapting conflict resolution methods to local communities based on the specific circumstances of the conflict. This case study employs an analytical framework that integrates elements of institutional analysis into the policy network model. This framework is used to analyze how environmental factors and the dynamics of the policy network influence the conflict process and ultimately manifest as policy changes. This analysis focuses on the conflict surrounding the asbestos and waste landfill in Cheongyang County, selected from a range of community disputes involving locally unwanted facilities. The analysis reveals that the conflict process was influenced by environmental factors, such as the structure of local politics, and that the roles of actors shifted according to the issues at stake during different periods. Furthermore, the dynamics of interaction were such that dialogue and compromise were achieved amidst conflicting mechanisms. From a policy perspective, the inadequacy of legal and institutional frameworks for managing public conflicts has contributed to the protracted nature of such disputes. The nature of local governments influenced their approaches to conflict management and resolution. Residents’ preferences regarding conflict resolution methods were associated with their trust in, and evaluation of, the local government. Furthermore, the interplay of confrontation and cooperation during the conflict process led to shifts in residents’ awareness and attitudes. Perceptions of conflict have shifted, prompting a demand for non-authoritarian resolution methods. These processes, as they became organized and expressed, demonstrably laid the foundation for the formation of grassroots community self-governance organizations and local civic groups. The role and emerging configurations of local civic groups in resolving community-based public conflicts are deserving of recognition and progress.
