한국의 반부패 정책집행의 영향 요인에 대한 공직자의 인식에 관한 연구

초록

본 연구는 Mazimanian과 Sabatier의 정책집행 이론을 바탕으로 한국의 반부패 정책집행 특성을 반영한 모델을 개발하고, 반부패 전문가들을 대상으로 인터뷰와 설문 조사를하였다. 이번 조사는 지난 2018년부터 2022년까지의 한국 정부가 수립한 반부패 정책이행에 영향을 미치는 요인을 파악하기 위한 것이다. 현재 공공기관 감사실 근무자 또는근무 경험자를 대상으로 설문조사를 실시한 후, 순차적으로 전문가 면접 조사를 실시하였다. 설문조사는 중앙행정기관 6개 부처 94명, 지방자치단체 4개 단체 58명, 공직유관단체 5개 단체 63명 등 총 154개 기관, 215명이 이루어졌다. 또한, 반부패 정책 수립 과정에 참여한 반부패 정책 전문가들을 대상으로 심층 인터뷰를 시행하여 그들의 인식을 평가하였다. 그 결과, 정책집행자는 정책목표 등 정책 자체의 특성과 자원의 가용성, 기관장의리더십 등 집행체계와 관련된 요소를 정책집행에 중요한 요소로 고려하는 것으로 나타났다. 이에 비해 정책전문가들은 정치･사회 환경 변화, 대통령과 국회 등 기관의 관심과 지지를 훨씬 더 중요한 요인으로 꼽았다. 본 연구에서는 공적인 정책집행에 영향을 미치는요인이 정책 결정 과정과 정책집행 과정에 참여하는 집단마다 다르게 인식된다는 점이며, 따라서 앞으로는 집단별로 다른 접근방식이 필요할 것으로 보인다. 한국의 반부패 정책의성공적인 결과를 위해서는 반부패 정책추진에 영향을 미치는 요인의 분석이 필요하며, 정부 차원의 반부패 전략 수립과 함께 반부패 인식 제고를 위한 교육을 강화할 필요가 있다

Abstract

Little research has been done on the factors influencing Korea's anti-corruption policy implementation. In this study, based on Mazimanian and Sabatier's policy implementation theory, we developed a model reflecting the characteristics of Korea's anti-corruption policy implementation and conducted a survey of policy implementers. This survey aims to identify factors affecting the implementation of anti-corruption policies established by the Korean government over the past 10 years. In addition, we conducted in-depth interviews with anti-corruption policy experts who participated in the anti-corruption policy development process to evaluate their perceptions. As a result, policy executors were found to consider the characteristics of the policy itself, such as policy goals, and factors related to the implementation system, such as the availability of resources and the leadership of the head of the agency, as important factors in policy implementation. In comparison, policy experts cited changes in the political and social environment and the interest and support of institutions such as the President and the National Assembly as much more important factors. This study shows that factors affecting public policy implementation are perceived differently by groups participating in the policy-making process and policy implementation process, and therefore, it appears that different approaches will be needed for each group in the future. In addition, in order for Korea's anti-corruption policy to continue to achieve successful results, it is necessary to establish and clearly establish anti-corruption strategies and goals at the government level and strengthen education to raise anti-corruption awareness.
