사회적 자본 형성을 통한 지방자치와 지역발전의 연계화 방안

초록

이 글은 사회적 자본이라는 새로운 지역발전 척도를 도입하여 지방자치와 지역발전의 연계과정을 탐색하기 위한 것이다. 그간 중앙집권적 발전척도를 기준으로 지방자치의 폐단이 논의되어오고 있었고, 정작 지방자치 본질에 근거한 지역의 발전척도는 무시되어 오고 있었다. 뿐만 아니라 산업사회에서 자원배분의 원칙으로 준용되어 왔던 규모의 경제, 효율성 등은 지식․정보사회의 자원배분원칙과는 다르다. 또한 중앙집권적 체제에서의 평균적 풍요, 획일화에 의한 행정의 편리성 등 행정서비스 공급논리로 다양성의 조화와 차별화의 이점을 추구해야 하는 지방자치를 평가하려는 논리적 모순도 있었다. 지방자치는 그 본질에 있어서 지역주민들의 다양한 행정서비스 수요를 중요시하고 있다. 이와 같이 지역주민들의 다양한 행정서비스를 충족시켜야 하는 지방자치제는 종래의 지역발전척도로는 평가할 수 없다. 지방자치가 지역주민들의 참여를 통해 공동의 목표를 추구한다는 상향적 과정논리를 띠고 있다는 점에서 이 글은 사회적 자본 개념을 도입하여 삶의 질 향상과 지속가능한 발전 등 지역발전 현상을 지방자치와 연계시키고 있다. 따라서 사회적 자본은 지방자치와 지역발전을 매개하는 변수이자 삶의 질 향상, 지속가능한 발전 등 인류가 당면한 지역발전과제를 해결해 줄 수 있는 수단이다.

Abstract

There have risen so many controversies on the resumption of local autonomy system in Korea in 1980s and early in 1990s. The revival of the local autonomy system in Korea had been criticized as inefficient in scale economies, which was the main logic of the industrial society, and had been supposed to stir up sectionalism among local governments, giving rise to the overlapping investments or making the national infrastructure difficult to be constructed. On the other hand, the resumption of local autonomy system in Korea has been welcomed to activate regional economy by utilizing potential energy in regions and by making production system adapted to the local state of affairs. These two extreme views contrary to each other were possible because the new logic of judgement couldn't be agreed for the new era: post -industrial society. This study explores the connection between local autonomy system and regional development by introducing another logic, namely social capital. In this context, this study reviews the concepts of regional development in human society chronologically. For this, It also manifests and separates social capital from traditional capital(financial capital, physical capital etc) which is approached by the view points from possession in industrial society, economies of differentiation from scale economies with standardization, affluence within diversity from advantage of unification or monotonous levelling.
