본 연구는 한국의 지방자치제 도입과 성과를 신뢰와 호혜적 규범, 수평적 네트워크의 공공재적인 속성인 사회적 자본 접근법을 활용하여 분석하였다. 지방자치의 도입이 사회적 자본을 향상시켰는지, 지역 공동체의 시민참여와 협력 네트워크 기제가 증진되었는지 살펴보았다. 또 지역 사회적 자본의 특성을 파악하여 함의를 확인했다. 연구방법론은 선행 사회적 자본의 논의를 종합하여 재구성했으며, 대상지역은 대구, 광주, 대전 등 3지역으로 했다. 연구결과, 1990년대 지방자치제도 실시이후 3지역의 사회적 자본 지표는 단일한 방향성을 나타내지는 않지만 공적제도의 신뢰 하락, 호혜적 규범의 형성, 시민사회 발전과 참여 확대라는 변화가 확인되었다. 그리고 지역별 사회적 자본의 특성 비교는 대구가 ‘고 신뢰, 높은 호혜적 규범 네트워크 사회’, 광주는 ‘저 신뢰, 보합의 호혜적 규범 네트워크 사회’, 대전은 ‘저 신뢰, 높은 호혜적 규범 네트워크 사회’로 각 지역마다 일반화되지 않고 지역별로 특성을 가진 사회적 자본 형태로 형성되고 있음을 확인할 수 있었다.
Abstract
The goal of this paper is to analyze perspective of local social capital in Korea, after adopting of local autonomy system. Social capital is defined as networks together with shared norms, values and understandings that facilitate coordination and cooperation for mutual benefits. And local autonomy system is a product and result of democratization. So it can play a role of leverage in developing to local democracy. This paper explores the connection between local autonomy system and social capital by analysing of Daegu, Gwangju, and Daejeon metropolitan city. This study showed that it contained various results of local autonomy and social capital. First of all, local autonomy system is possible to obtain excellent results in trust, reciprocal norms, public management, horizontal cooperation network mechanism, low transaction cost, and enlargement of civil participation. Second, social capital can be specified to connect the performance and development of local autonomy. Third, social capital is formed various complex types in Daegu, Gwangju, and Daejeon metropolitan city, so called ‘particularized social capital’.
