본 연구는 분권과 균형발전을 목적으로 추진되고 있는 참여정부의 신행정수도 건설에 대한 우리나라 각 지역 주민들의 인식을 설문조사․분석한 논문이다. 본 연구에서는 신행정수도 건설과 관련된 각 지역 주민들의 국가발전 방향 및 지역투자정책 등에 관한 기본적인 사고와 신행정수도 건설에 대한 찬성 및 반대의 정도, 그리고 그 이유가 어디에 있는가를 중심으로 분석하였다. 또한 본 연구에서는 인과지도 분석기법을 통해 각 지역주민들의 신행정수도 건설에 대한 찬성의 논리와 반대의 논리를 분석하여 인지지도로 도출하여 봄으로써 보다 체계적으로 각 지역 주민들의 사고를 살펴보았다. 분석결과 신행정수도 건설에 대한 주민들의 인지지도는 지역에 상관없이 찬성과 반대에 따라 유사한 구조를 보여주고 있으며, 찬성하는 주민들의 인지지도는 신행정수도 건설의 긍정적 효과와 관련된 피드백구조가 다차원적으로 발견되고 있으나 반대하는 주민들의 인지지도는 매우 단순한 구조를 나타내고 있었다. 이러한 분석결과가 의미하는 정책적 함의는 만약 정부에서 신행정수도를 성공적으로 추진하고자 한다면 반대하는 지역주민들의 이해와 사고를 전환 시킬 수 있는 보다 적극적인 홍보가 필요하다는 것이다.
Abstract
The newly inaugurated Roh Moo-Hyun administration has set forth "decentralization" and "balanced national development" as key national agendas to pursue during its term. In its efforts to achieve balanced development, the Roh Moo-Hyun administration plans to create a New Administrative Capital as an outlet for the congested city of Seoul. The objective of this study is to examine the impact of the construction of the new administrative capital (the new capital) on people's values and attitudes with regard to political, economic, social, and cultural issues. Furthermore some mind maps could be developed to understand people's values and attitudes related to the creation of the new capital after all the field data has been collected. According to the findings in this study, the opinion of residents, who are opposing the creation of the new capital, are based on a few of the following negative beliefs. One is an apprehension of the fall of the Seoul Metropolitan region. The other is a problem related to the relocation of the new capital after unification. These imply that the development of a persuasive logic is necessary to mitigate the opposition in the creation of the new capital, and a strategic approach should be designed for the construction of the new capital based on people's needs.
