Abstract
This study explores how patron-client relationship that bribery mediates in post-socialist transformations of China and North Korea. In the early reform period, legal gray zone and materialistic value emerged, but also the “powerwealth symbiosis” was captured in post-reform China. The characteristics of corruption in China can be categorized into creative, predatory, and institutionalized forms, which created opportunities for bureaucratic rentseeking based on networks constructed in the pre-reform era. Meanwhile, after the economic crisis in North Korea, private networks became predominant for market activity with the spread of market mechanism. These characteristics of corruption has transformed into clientelistic relationships between political leaders and capitalists based on political background and ascribed status. Corruption in both countries has been more systemized, thus, market participants relied on the political elite for access to political protection, so that reduced the uncertainty of the market institutions. This paper demonstrates that the path of corruption shows the close association between personal connections and state bureaucracy inherited from the pre-reform system.
