북한사회 뇌물 연구의 성찰과 제언 - 러시아 블라트(blat) 경험이 주는 함의 -

본 논문은 북한이탈주민의 구술에서 무수히 언급되는 데 비해 비교적 심층적인 사회학적 분석의 대상이 되지 못했던 북한의 뇌물 현상에 대해서 그것의 확산실태나 확산이 ‘요인’ 분석을 넘어, 뇌물 현상 ‘자체’에 초점을 맞춰 그 현상의 중층적이고 복잡한 의미와 작동 맥락에 대한 연구 필요성을 환기하기 위해 작성되었다. ‘뇌물의 만연’은 ‘뇌물’과 ‘뇌물 아닌 것’의 미분리라는 성격을 함의한다는문제의식 하에 ‘부패’의 관점을 넘어 뇌물-들에 대한 유형적 구체화와 동학적 이해를 요청한다. 이러한 요청은 뇌물이 매개하는 ‘연줄’과 ‘후견관계’에 내재한 수직적-수평적 관계의 상호 구성적 관계에 대한 이해를 필요로 한다. 이를 위해, 사회주의시기에 형성된 비공식 네트워크와 수평적 교환의 포스트-사회주의적변형에 대한 심도 깊은 사회학적 연구가 축적된 바 있는 블라트(blat)의 연구들을 검토한다. 블라트는 중앙집중적 관료체제와 부족의 경제가 발생시킨 특수한비공식 네트워크이다. 소비재 획득과 일상생활의 문제해결을 위한 ‘호의의 접근(favour of access)’을 의미하는 블라트는 포스트사회주의적 전환과 시장화 과정을 거치면서 수평적 교환의 성격이 상당부분 퇴색되고 불평등과 경쟁을 심화시키는 기제로 변질되게 된다. 그러나 동시에 포스트사회주의의 법적·제도적 불확실성은 인간적 관계와 신뢰와 같은 수평적 관계를 여전히 요청하게 되면서 중층적인 성격을 지니게 된다. 이상의 검토를 통해 북한의 뇌물 현상을 이해하기 위해서는 북한의 비공식 관계에 내재한 다층적 시간성, 뇌물의 이동 경로, 선물과 호의의 재구성 등을 종합적으로 고찰할 필요성이 있다는 점을 제기한다.
Abstract
The purpose of this article is to call for the need to study the complex meaning and context of the North Korea’s bribery, focusing on the ‘perse’ of the bribery phenomenon, beyond the ‘factor’ analysis, in North Korea, which was not subject to a relatively in-depth sociological analysis. The prevalence of bribes calls for tangible concretization and dynamic understanding of bribery beyond the perspective of ‘corruption’ under the question of having a different nature of ‘bribery’ and ‘non-bribery.’ These require an understanding of the inter-compositional relationship between vertical and horizontal relationships inherent in the ‘connection’ and ‘patronage’ mediated by bribes. To this purpose, we review ‘blat studies’, in which in-depth sociological studies of post-socialist variations in horizontal exchanges with informal networks formed during socialist times have been accumulated. Blat is a unique informal-network created by centralized bureaucracy and ‘economy of shortage.’ Blat, which means ‘favour of access’ to acquire consumer goods and solve problems in daily life, will be transformed into a mechanism that significantly tarnishes the horizontal nature of exchange and intensifies inequality and competition through post-socialisttransformation and marketization. At the same time, however, the legal and institutional uncertainty of post-socialism still leads to requests for horizontal relationships such as human relationships and trust. In order to understand North Korea’s bribery phenomenon through the above review, it is necessary to comprehensively consider the multi-layered time inherent in North Korea’s informal relations, the route of bribes, and the reconstruction of gifts and favors.
