The corruption had some connection with bureaucratism till 1980s in China. Under the planed economy, state had entire rights to distribute all resources, people had to build a personal relationship with bureaucrats for survival and safety. So all of the anti-corruption policy had focused on public servants, because of unequality between the bureaucrats and the peoples. But after 1980s, the type of corruption underwent a transition as economic development grew up rapidly. Now the corruption is no longer monopolized by bureaucrats, but is the joint production of power and money. Recently China’s government is establishing the anti-corruption law and system that is very rigid than past. But the confederates of corruption find out a new technique to avoid regulations and punishments, by giving preference on the post and by getting price after retirement from office. This paper conceptualized that new type of corruption as the option-type corruption, and explain the condition of the option-type corruption from the cultural angle after analyzing it.
