북한 아동인권에 대한유엔의 관여와 북한의 대응: 김정은 정권 시기를 중심으로

본 연구는 북한 아동인권개선을 위한 유엔의 관여와 북한 김정은 정권의 대응을, 유엔 아동권리협약에 제시된 아동의 특정인권인 ‘생존권’, ‘보호권’, ‘발달권’, ‘참여권’을 기준으로 분석하고 평가한다. 유엔은 북한 아동의 보편적 인권 실현자체를 목적으로, 북한 정권에 대한 ‘압박형 설득’과 북한 아동들에 대한 ‘인도적지원’을 병행하는 방식으로 관여하였다. 기본적으로 김정은 정권은 아동들의 인권 보장을 수단으로 하여, ‘유능한 혁명인재를 양성’하는 목표를 달성하고자 한다. 이러한 관점에서 북한 김정은 정권은 유엔의 ‘강한 압박형 설득’에는 저항하고, ‘약한 압박형 설득’은 부분적으로 수용하며, ‘인도적 지원’에는 협력하는 방식으로 유엔의 관여에 대응하고 있다.
Abstract
The Purpose of this research is to analyze and evaluate the aims of the United Nations to engage toward the North Korean children’s basic human rights and the response of the North Korean Kim Jung-un regime. According to the research, U.N. continuously intervenes in the situation of the North Korean children’s human rights to help them based on the basic and specific four children’s human rights concepts, namely survival rights, protective rights, developmental rights and participatory rights. U.N has used the coercive persuasion and humanitarian support as the means to engage in the affair. Kim Jung-un regime has responded to the U.N engagement very strategically. Even though North Korea has resisted to the coercive persuasion, it has cooperated to the humanitarian assistance in order to supply proper nutrition and vital products to their children.
