국제사회의 인권개입과 북한의 인권정책결정 요소 분석

Abstract

The North Korean regime is directly involved in violating human rights rather than protecting them. It is hard to imagine that the North Korean people will take any action to improve their own human rights, in light of the common characteristics of closed societies such as theirs. Since the North Korean regime and its civil society are not performing their proper role as the main agent in matters of human rights,the international community has intervened in various ways to promote and protect North Korean human rights. Studies are progressing on North Korea’s response to the intervention of international community, but there has been no study of the factors that influence the NorthKorean regime’s decision-making on human rights issues. If such a study were effectively conducted, it would help us to establish more effective and specialized strategies for human rights intervention. This study will analyze the factors that influence the North Korean regime’s decision-making process in response to human rights intervention by the United Nations and other individual countries. The North Korean regime established its human rights strategy based on consideration of the characteristics ofthose leading the intervention effort, methods and strategies for intervention, and political and diplomatic pressure. Hence, by taking a systematic approach to analysis of North Korea’s response to the international community’s intervention, we should be able to build an intervention strategy that can induce a positive change in the regime’s perceptions and policies.
