북한의 ‘아동권리협약 국가이행보고서’ 분석: 제5·6차 통합 보고서 보건조항을 중심으로

본 연구의 목적은 북한이 유엔아동권리위원회에 제출한 아동권리협약 5·6차 국 가이행보고서를 놓고, 동 보고서의 아동 보건 조문을 분석하여 보고 수준을 평가하는 것 이다. 본 연구의 분석대상은 ① 북한의 아동권리협약 국가이행보고서, ② 유엔아동권리 위원회의 추가 요청서, ③ 북한의 추가 답변서, ④ 유엔아동권리위위회의 최종 견해 보 고서에 나타난 보건부문 조항들이다. 본 연구의 연구방법은 문헌분석기법에서 활용하는 질적 연구방법을 시도하였다. 분석결과, 첫째, 법령의 경우 북한은 다수의 관련 법령을 언급하지 않았다. 둘째, 보건계획의 경우 동 보고서의 보고 수준은 일부 긍정과 일부 부 정이 교차한다. 셋째, 보건 인프라의 경우에도 상기와 거의 동일하게 긍정과 부정이 혼합 되어 있다. 넷째, 질병관리의 경우 임수산부의 상담과 건강검진에 대한 정량보고 이외에 아동질병관리 등에 대한 보고는 대부분이 정성적인 내용이다. 다섯째, 위생관리의 경우 북한은 위생관리체계 구축과 새로운 조직 신설에 대해 보고했다. 여섯째, 조사와 연구의 경우 그동안 시행한 조사를 보고하였지만 이를 기반으로 한 북한의 새로운 정책이나 프 로그램에 대한 설명이 부재하다.
Abstract
This study aims to evaluate the level of reporting of the DPRK by examining the child health-related articles of the fifth and sixth periodic reports on the implementation of the Convention on the Rights of the Child, submitted by the DPRK to the UN Committee on the Rights of the Child. The findings of the study are as follows: First, as for the statutes, North Korea did not mention a number of relevant statutes. In this regard, North Korea fell short of the level of reporting on the child health-related statutes. Second, with regard to health programs, the level of reporting was shown sometimes positive and other times negative. Third, in terms of health infrastructure, the reporting level was shown both positive and negative, similar to that of health programs mentioned above. Fourth, in terms of disease control, except for quantitative reporting on the counseling and health examination of pregnant women, most of the reporting on childhood disease control and so forth was qualitative. Fifth, as for sanitary control, North Korea reported on the establishment of a sanitary control system and a new related organization. Sixth, with regard to research and study, although North Korea reported on the research it had conducted, it did not elaborate on how it applied the findings of the research to its new policy or program. In addition, in the case of tuberculosis research, the reporting contents were largely abstract.
