유엔 인권메커니즘의 관여전략과 북한 김정은 정권의 대응전략 - 로동신문과 유엔문서 분석을 중심으로

초록

국가 기관에 의해 정치범 수용소가 운영되는 등 중대하고, 체계적이며, 광범위한 인권침해가 지속적으로 발생하고 있는 북한은, 유엔 인권메커니즘의 중요한 관여 대상 국가이다. 유엔 인권메커니즘은 ‘북한주민들의 인권과 기본적 자유를 보장해 주는 것’을 전략 목표로 설정하고, ‘보편적 인권관에 기초한 다원적 접근 전략’을 구사하였다. 북한 김정은 정권은 유엔 인권메커니즘의 관여전략에 맞서서, ‘김정은 체제’를 유지하고, ‘북한 주민들의 생활을 향상’시키고, ‘국제적 고립에서 탈피’하는 것을 목표로, ‘강한 상대주의적 인권관에 기초한 신축적 대응전략’을 사용하였다. 즉, 유엔 인권메커니즘의 일반관여에 대해서는 타협적인 방식으로, 특정관여에 대해서는 갈등적인 방식으로 그리고, 인도적 지원 및 개발에 대해서는 협력적인 방식으로 대응한 것이다. 북한 인권상황이 개선되기 위해서는, 유엔 인권메커니즘이, 북한에 식량 등 필요한 자원을 더 많이 지원해 주고, 한반도에 평화를 정착시킴으로써 북한 내부 개혁이 가능하도록 여건을 마련해 주어야 한다.

Abstract

North Korea is a country where the government has managed political prisoner's camps. The United Nations(UN) and the international community has been deeply concerned about the systematic, widespread and gross human rights violations perpetrated by the regime in Pyongyang. The UN Human rights mechanism has employed a “multitrack strategy based on the idea of universal human rights” in order to protect and promote the basic human rights and freedom of North Korean citizens. The Kim Jong-un regime has selected a “flexible response strategy based on the human rights perspective of strong relativism” in order to preserve their socialist system, improve the quality of living of its people and to break from isolation. The regime has shown a measure of compromise in coping with the general intervention of UN Human rights mechanism. North Korea resisted specific intervention while exhibiting cooperating in order to gain humanitarian aid and development support. The bottom line is that the UN Human rights mechanism needs to offer much more humanitarian support in order to improve the living standards of North Koreans. In addition, all neighboring countries of North Korea must try to build peaceful and secure geopolitical environment in which the Kim Jong-un regime can take some steps towards reforming its system.
