Abstract
China and Japan perceive the maritime domain through the lens of strategic competition. In particular, China is employing diverse means and ways to gain superiority in this maritime strategic competition, forming maritime gray zones to expand its effective control over the waters surrounding its territory. Such activities are increasingly evident in South Korea's West Sea (Yellow Sea), notably through illegal Chinese maritime structures and illegal fishing by Chinese vessels. However, due to challenges such as the escalating North Korean threat and decreasing military manpower resources, South Korea faces constraints in allocating sufficient resources to this maritime strategic competition with neighboring states. This paper proposes Korean envrionment tailored strategic model ‘3Steps System’ for managing to the maritime strategic competition with neighboring countries by forming and utilizing our own maritime gray zones, based on the characteristics of the gray zone analyzed by Mazarr (2015). Furthermore, grounded on the deterrence theories of Schelling (1966) and Mazarr (2018), it suggests ways to deter potential armed conflicts that may occur during this process and to gain an advantage in contingencies. Considering factors such as visibility, mobility, sustainability, and engagement capability, the Naval Mobile Fleet established in February 2025 is envisioned as the primary means for this strategy. I hope this paper contributes to a deeper understanding and continued development in maritime strategic competition with neighboring countries.
