전자전기(electronic warfare aircraft)는 적에게 물리적 타격을 가하지 않고 군사작전의 목표를 달성할 수 있어 저강도 분쟁이나 전쟁 초기 실질적인 물리력을 사용하기 이전에 활용할 수 있는 수단으로 고고도에서 적의 통신망과 레이더를 무력화하고 아군의 생존성을 극대화할 수 있는 무기체계이다. 본 연구는 차세대 전자전 기술혁신체계를 구축함으로써 전자전의 효율성과 대응 능력을 향상시키고 미래의 전자전에서의 경쟁 우위 확보가 가능하도록 정책대안을 제시하는데 그 목적이 있다. 특히 혁신적 기술개발 방향에 대한 분석을 통하여 차세대 전자전 관련 기술 최적화와 부품국산화에 선도적 역할을 수행할 수 있는 계기를 마련하고자 한다. 주요 선진국의 전자전기 관련 기술개발 추세는 고도화, 지능화 및 융합화를 추구하고 있고 인공지능(AI) 기반 전자전(EW) + C4I 통합 시스템을 갖춘 스마트 지휘통제체계를 구축하는 방향으로 전개되고 있다. 한국도 전략적 마비전의 성공적인 수행을 위해서는 인공지능(AI) 및 첨단위성 기반 전자전 체계, 사이버 전자전 능력, 군과 민간의 전자기 스펙트럼 공유 등이 필수적이고 관련된 정책, 제도, 장비, 교리 등 개선책 마련이 선행되어야 할 것이다. 핵심 및 전략기술 분야의 성장동력과 방산 기반은 어느 정도 선진국 수준을 따라잡고는 있지만 국방과학기술력 제고와 기술적 독립, 거버넌스를 통한 전략적 협업체계 구축, 그리고 전문인력과 인재 육성의 과제는 남아있다. 향후 인공지능(AI) 및 첨단위성 기반 한국형 전자전 체계를 구축하는데 추가적인 사항은 국방 R&D 예산의 획기적인 증액이다. 결국 혁신적 차원의 국방기술력 제고, 인재 양성과 예산의 뒷받침이 선도적인 전자전 체계를 구축하는 첩경이다. 본 연구를 통해 전자전기 관련 방산 경쟁력을 제고하고 일자리 창출은 물론 수출진흥에 이바지할 수 있는 토대가 구축되기를 희망한다.
Abstract
Electronic warfare aircraft is a weapon system that can neutralize enemy communication networks and radars at high altitudes and maximize the viability of our force as a means that can be utilized before using practical physical force in the early stages of a low-intensity conflict or war. The purpose of this study is to present policy alternatives to improve the efficiency and response capabilities of electronic warfare by establishing a next-generation electronic warfare technology innovation system and to secure a competitive advantage in the future electronic warfare. In particular, by analyzing the direction of innovative technology development, it is intended to provide an opportunity to play a leading role in optimizing technology related to next-generation electronic warfare and nationalizing primary parts. The trend of electronic warfare-related technology development in major developed countries is pursuing advancement, intelligence, and convergence. Advanced countries are developing such technologies in the direction of establishing a smart command and control system with an artificial intelligence(AI)-based electronic warfare(EW) + C4I integrated system. For the successful implementation of strategic vision, artificial intelligence(AI) and satellite-based electronic warfare systems, cyber electronic warfare capabilities, and sharing of electromagnetic spectrum between the military and the private sector are essential. Although some core and strategic technologies are catching up to some extent to the level of advanced countries, the challenges of enhancing defense science and technology, establishing a strategic cooperation system through technological independence, and fostering professional human resources remain. It is a key to establishing a leading electronic warfare system with the support of innovative defense technology enhancement, professional education, and budget increase. This study hopes to enhance the competitiveness of electronic warfare-related defense system, creation of jobs, and export promotion.
