중국의 회색지대전술을 통해 본 ‘서해·남해 내해화’ 전략 고찰

중국이 한중 간 잠정조치수역에 무단으로 인공구조물과 인공양어장을 설치하고 있다. 이는 중국이 전개해오고 있는 회색지대전술의 일환이다. 중국은 서해·남해를 내해화(內海化)한다는 전략목표를 달성하기 위해 회색지대전술을 전개하고 있다. 그런데 회색지대전술은 대한민국에 여전히 생소한 개념이다. 그래서 중국의 회색지대전에 적절한 대응을 하지 못하고 있다. 이와 같은 문제의식을 바탕으로 본고는 중국의 회색지대전술을 분석한다. 본 연구는 먼저 중국 회색지대전술의 기본 이론과 개념, 그리고 특징을 구분한다. 다음으로 중국 특색 회색지대 전술이 전개되는 양상을 두 가지 차원에서 분석한다. 첫 번째는 시기별로 분석하는 것이고, 두 번째는 사례별 분석이다. 또한 시기별 사례를 교차분석하면서 중국이 서해와 남해에 대해 전개하는 중국 특색의 회색지대전술 투사 행태를 식별한다. 연구결과는 중국이 서해·남해 내해화(內海化) 전략 목표를 달성하기 위한 로드맵을 지속적으로 전개하고 있음을 보여준다. 따라서 중국은 향후 그 강도를 높이면서 대한민국 해양주권을 지속적으로 잠식할 것이라는 결론에 도달했다. 이 결론을 바탕으로 본고는 대한민국의 대응방안을 제시한다.
Abstract
China has been unilaterally installing artificial structures and aquaculture facilities in the Provisional Measures Zone(PMZ) between Korea and China. The actions are an extension of its strategy to territorialize the West Sea and the South Sea. To achieve this strategic objective, China employs gray zone tactics, a concept that remains relatively unfamiliar in Korea. Consequently, South Korea has struggled to respond effectively to China’s gray zone operations. This study is to analyze the distinctive characteristics of China’s gray zone tactics deployed to achieve its strategic goal in the West Sea and the South Sea. To examine the gray zone tactics, this study first delineates the theoretical foundations, concepts, and defining features of China’s gray zone tactics. The paper then analyzes China’s distinctive gray zone tactics across two dimensions. The first dimension involves a temporal analysis, while the second focuses on case-specific examinations. By cross-analyzing cases across different time periods, this study identifies the patterns of China’s gray zone tactics projected in the West Sea and the South Sea. Finally, it finds out that China is persistently pursuing a roadmap to achieve its internalization strategy in these maritime regions. Furthermore, China is likely to intensify these tactics, gradually encroaching upon Korea’s maritime sovereignty. Therefore, Korea must urgently develop effective countermeasures to safeguard its maritime sovereignty against China’s gray zone tactics.
