Abstract

This study explores the impact of changes in polity and the security environment fostered by great powers on the status and role of the navy. Combining Mahan's maritime strategy theory with Mesquita's theory of the electorate, we formulate two hypotheses and test them against the Joseon and South Korean navies. Joseon, ruled by a coalition of the king and a small number of yangban officials, maintained the maritime ban imposed by China until its final days. The navy, which existed for coastal defense, was abandoned for a long period after the Manchu invasions of Korea. President Syngman Rhee, who established a democratic republic, sought to strengthen naval power through US military aid. However, the US, based on its own global strategy, restricted the status and role of the South Korean navy to maintaining public order. Since 1962, under military rule, the South Korean Navy has been relegated to a supporting role with ground forces and the US Navy. With the inauguration of the civilian government in 1994, a shift in the political landscape and the post-Cold War environment, the Navy sought to transform its status and role, presenting "preparation for the construction of an ocean-going navy" as its vision. The cases of the Joseon and South Korean navies demonstrate that the security environment fostered by great powers, rather than political changes, had a more powerful impact on their status and role. While different political systems could induce changes in the navies, the direction and intensity of these changes were ultimately determined by the security environment fostered by great powers.
