원전지역공동체 확장과 원전위험인식의 차이

Extension of Nuclear Power Plant Local Communities and Their Local Residents’ Different Attitudes toward the Nuclear Power Plants Risk

초록

이 글은 우리 사회에서 새로운 사회적 쟁점으로 부각되고 있는 원자력발전과 관련하여 원전이 위치한 지역사회공동체가 어떻게 변화하고 있는가를 살펴보았다. 특히 고리 1호기 정전사고, 일본 후쿠시마 원전사태, 해수담수화 갈등, 경주·포항지진 등 다양한 사건들을 경험하면서 고리원전 인근 지역(장안원전지역공동체)에 한정되었던 원전공동체가 기장군과부산지역으로 지리적으로 확장되고 정치적으로 활성화되어 왔음을 확인하였다. 고리원전시설과의 지리적 근접성을 기준으로 가장 인접한 장안원전공동체, 고리원전과 조금 떨어진 기장원전공동체 그리고 가장 외곽지역인 부산원전공동체로 구분하여, 원전공동체별로 지역주민들의 원전에 대한 인식태도를 파악하기 위하여 설문조사를 실시하였다. 설문조사결과는 기장이나 부산원전공동체 지역주민들이 장안원전공동체 주민들과는 다른 원전인식태도를 지니고 있음을 보여주었다. 상대적으로 멀리 떨어진 부산원전지역공동체의 경우 장안원전지역공동체보다는 원전위험이나 불안감을 보다 심각하게 인식하고 있었다. 반면에 장안원전지역공동체는 원전시설로부터 편익경험을 가장 높게 인정하였으며 원전시설에 대한 지역사회의 의존성을 보다 긍정적으로 평가하고 있는 것으로 조사되었다. 결국 원전시설과 근접할수록 원전위험에 대하여 덜 민감하게 반응함을 확인할 수 있었다. 이와 같이 근접성이 원전위험에 긍정적으로 작동하는 심리적 과정은 이들 지역주민들이 원전위험에 대한 친숙화와 일상화라는 심리적 기제를 경험하여 왔음을 간접적으로 보여준다. 장안지역주민들은 원전시설에 대한 찬반의견을 떠나 오랜 기간 동안 원전시설과 근접하여 함께 생활해오면서 원전위험에대하여 친숙화와 일상화라는 심리적 과정을 겪어 왔음을 장안지역주민들과의 면접결과를 분석한 연구에서도 발견할 수있다. 이와 같은 연구결과는 원전지역공동체를 동일한 정책대상지역으로 인식하고 획일적으로 접근하는 원전관련 지역대응정책에는 한계가 있으며, 다양한 지역이슈와 인식태도에 따라 보다 탄력적으로 접근할 필요성이 있음을 시사한다.

Abstract

The study describes the expansion process of the KORI Nuclear Power Plants Communities into three multiple extending local communities : the JangAn community, the GiJang community and the Busan community. The survey results of 445 local residents show that local residents of each communities have different attitudes toward nuclear power plants as well as risk of nuclear power generation. It is very interesting that local residents of the JangAn community have more positive attitudes even though they are living very near to the KORI nuclear power plant than any other communities. Comparing to other communities, the Busan community have been more concerned about the risk of nuclear plower plants. These results imply that local residents of the JangAn community have experienced a complex psychological process of the familiarization and normalization of the nuclear power plants risk. These findings tell us that we need to approach the conflicting issues of nuclear power plants communities more integrative ways based upon diverse needs and experiences of the multiple nuclear power plant communities and their residents.
