본 연구는 월성 원자력 발전소 주변지역에서 정부의 발전소 건설에 따른 갈등의 쟁점을 살펴본다. 일본의 후쿠시마 원전 폭발 사고 이후에 불안감이 증가되고 있는 상황에서 본 연구에서는 이 지역의 원자력 발전소에 대한 주민들의 전반적인 인식을 통해서 갈등의 문제에 접근한다. 지역 주민의 원자력 발전소에 대한 인식은 주로 생명 건강상의 문제와 생업에서의 상대적 피해에 기인하지만 전반적으로 원전 사고 가능성에 대한 우려에 크게 영향을 받고 있다. 이 지역에서 원전의 추가 건설에 관한 의식은 주민들 간에 비교적 상이한 경향을 보인다. 또한 주요 쟁점 가운데 하나인 한국수력원자력 본사 이전에 관해서는 지역 내에서도 차이를 볼 수 있다. 이러한 갈등을 해소하기 위한 정부 지원 정책이 어떻게 수용되는지 그리고 현재 지원 정책의 문제점이 무엇인지가 논의된다. 끝으로 원자력 발전소의 추진은 주민들과의 신뢰에 기초한 상호작용이 필요함을 논의하고, 정부 지원 사업 또한 보완 및 개선의 필요성이 조사 결과를 바탕으로 제시된다.
Abstract
This study is to explore the major conflicts and problems in the region surrounding the Wolsung nuclear power plant. Under the situation of the explosion of Hukusima nuclear power plant in Japan, the research approaches residents’ overall awareness on the nuclear power plant in the study area, and this paper tries to understand how the residents are aware of some issues related to the nuclear power plant such as their concerns for damage, possibilities of accident, and the headquarters relocation of Korea Hydro and Nuclear Power Co. In addition, this paper examines how they note and assess governmental assistances to provide some compensations in the area. Finally, this paper discusses the procedural concerns of governmental assistance, and suggests an approach based on mutual trust between authority and residents. And this research also deals with the needs of the improvement based on the survey results.
