원전 주변 지역 주민들의 위험 인식과 대응: 영광원전 주변 지역 사례를 중심으로

이 논문은 영광원전 주변지역 주민들의 위험 인식에 대한 다면적 측면을 살펴보기 위해 주민들의 자전적 이야기를 검토하였다. 주민들이 원전을 어떻게 의미화하고, 대응하면서 살아가는지 살펴봄으로써 원전 주변 지역 주민들의 삶에 대한이해를 높이고자 한 것이다. 주민들의 생활공간으로서 영광원전 주변 지역이 갖는 특이성을 설명하기 위해 ‘지역적 맥락(local context)’을 고려하여 접근하였다. 결과적으로 원전 주변 지역 주민들의 위험 인식은 지역적 특이성과 관계들속에서 구성된다고 할 수 있다. 특히 원전 주변 지역 주민들은 원전과 함께 살아가면서 체득한 경험과 조건들 속에서 원전에 대한 위험을 인식하고 문제에 대응하였다. 원전의 불확실성은 원전과 함께 살아온 삶의 경험을 통해 측정되고 평가되는 것이다. 따라서 동일한 원전의 안전성 문제가 제기되더라도 지역적 맥락과조건에 따라 위험 정치는 달라지며, 이러한 측면에서 주민들은 단순히 자신들을원전의 위험에 노출된 피해자로 주장하거나 원전의 안전성을 무한 신뢰하는 지지자로 고정하지 않는다. 오히려 자신들에게 주어진 조건과 환경들을 인지하고측정하면서 원전과의 다양한 관계를 설정하는 것이다. 따라서 원전 문제와 주민들의 관계는 고정적이거나 일방적이기보다는 주민들의 생활환경과 상호 관계속에서 유동적으로 구성되는 것임을 이해해야 한다.
Abstract
This study aims to increase understanding of how residents located near nuclear power plants perceive the risks associated with them, and on the community acceptability of such risks. Specifically, the study explored residents’ relationship with nuclear risks by analyzing their autographical stories. I selected Yeonggwang area to study and conducted in-depth interviews with residents living within two kilometers from the reactors. In this study, I placed issues of nuclear power plants in the local context. This was no simple task, since the political, economic, social, and cultural context of their community affects residents’ risk perceptions and acceptability of nuclear power plants. The the risk perceptions of residents are complex, and derive from both their experiences and the surrounding conditions. And the risks associated with nuclear power plants depend on local conditions and communities, and residents may respond to them in different ways. Residents do not simply categorize themselves either as victims exposed to risks or as supporters of nuclear power plants. Rather, they measure and evaluate both aspects, and might act as either supports or victims in different situations. Thus, relationships between residents and nuclear power plants are not fixed, but formed through residents’ evaluations and perceptions of the plants within their local contexts.
