정책이 좌초되는 구조: 다중흐름모형으로 본 인공눈물 가격 인상 및 누진세 개편 사례를 중심으로
Policy Failure and the Collapse of Policy Windows: A Multiple Streams Analysis of Eyedrop Pricing and Electricity Tariff Reform in South Korea

본 연구는 시민 반발로 철회된 최근 정책들을 중심으로 다중흐름모형을 통해 실패의 흐름을 분석하고 실패 요인의 유형화를 통해 정책 실패 패턴을 설명하고자 하였다. 인공눈물 가격 인상 철회 사례, 2019년 누진세 개편안 철회 사례를 분석 대상으로 하여 분석한 결과, 두 사례 모두 문제, 정책, 정치의 흐름이 동시에 결합하지 못하고 따로 움직이며 정책의 창이 조기에 폐쇄되었다. 정부가 인식하고 설정한 문제는 국민의 체감 인식과 괴리가 있었고, 제시된 정책 대안은 기술적으로는 가능했으나 실행 여건이나 사회적 수용 가능성 측면에서 한계가 있었다. 또한, 여기에 정치권의 소극적 대응이나 선거·재정 변수 등이 결합되면서, 각 흐름이 서로 연계되지 못한 채 어긋난 상태로 정책은 철회되었다. 특히 인공눈물 사례에서는 정책이 공식화되기 이전 단계에서 정부 주도의 일방적 추진이 여론과의 간극을 키웠다. 누진제 사례에서는 초기에는 정책선도자의 역할이 있었으나, 정책이 위기에 직면했을 때 이를 적극적으로 조정하려는 노력이 뚜렷이 나타나지 않았고 정책의 유보를 초래하였다.
Abstract
This study analyzes recent policy withdrawal cases prompted by strong public backlash, using the Multiple Streams Framework (MSF) to examine the mechanisms of failure and categorize patterns of policy failure. Focusing on the cancellation of the eyedrop price increase and the 2019 electricity tariff reform (progressive pricing system), the findings reveal that in both cases, the problem, policy, and political streams failed to converge, resulting in the premature closure of the policy window. The problems identified by the government were misaligned with public perceptions, and although the proposed policy alternatives were technically feasible, they lacked adequate implementation conditions and social acceptability. Furthermore, passive responses from political actors—combined with electoral and fiscal pressures—prevented the streams from aligning, ultimately leading to the withdrawal of the policy initiatives. In the eyedrop case, the policy was pushed forward unilaterally by the government even before formal announcement, exacerbating the gap between official action and public sentiment. In the electricity tariff case, although policy entrepreneurs played an active role in the initial stage, their lack of engagement during the crisis led to indecision and the eventual shelving of the reform.
