행정연구에서의 해석적 연구과정의 탐색

초록

민주주의와 시민사회의 맥락에서 수행되는 행정적 활동은 다양한 행위자들의 광범위한 참여와 상호작용 속에서 수행되고 있으며, 따라서 복잡한 맥락을 지닌 행정현상을 정확히 이해하기 위해서는 해석적 관점의 접근이 요구된다. 이에 본 논문은 행정연구에서의 해석적 연구과정에 대해 탐색하였다. 먼저 논리실증주의를 비판하면서 반실증주의적 인식론에 토대를 두는 해석적 연구방법의 이론적 배경, 특징과 장점 등에 대해 논의하였다. 그리고 해석적 연구방법론이 채택하고 있는 연구과정에 대해 구체적으로 서술하였고, 해석적 연구방법을 통해 획득된 질적 자료들에 대한 분석과 해석과정에 대해 논의하였다. 질적 자료는 기본적으로 표상(representation)의 과정을 통해 의미를 도출할 수 있고, 자료의 해석과 자료의 수집과정이 단선적이기보다 역동적 무도(dynamic dance)의 형태로 이루어지게 된다. 마지막으로 해석적 관점을 적용하는 분석기법 중 근거이론 접근방법에 대해 논의하였다. 근거이론접근은 질적 자료들에 대한 분석과 해석방법을 제시함으로써 행정현상에 대한 연구에 있어 해석적 연구과정을 접목시킬 수 있는 접점을 찾아줄 수 있기 때문이다.

Abstract

Administrative activities actually are carried out in the various actor’s broad participations and interactions in the context of democracy and civil society; therefore, it requires interpretative approaches to understand the administrative phenomena with their complicating context. In this respect, this study explored interpretative research processes in the study of public administration. First, criticizing logical positivism, it discussed theoretical backgrounds, characteristics and strengths of interpretative research methods based on epistemology of anti-positivism. As well, it elucidated interpretative research processes, which are derived from qualitative data obtained through interpretative methodology. From qualitative data, meanings can be extracted through the process of representation, and the process between data collection and data interpretation occurs interactively. Lastly, it discussed a grounded theory approach as one of the analysis techniques which an interpretative viewpoint is adapted to.
