모범적 공무원의 결정요인 찾기 (탐색적 연구): 하정청백리상 수상자를 중심으로

본 연구는 윤리적이며 자신의 업무에 최선을 다하고 시민들에게 적극적인 봉사활동을 하고 있는 하정청백리상 수상자 4명에 대한 사례연구를 통해 왜 그들은 다른 공무원들 보다 더 윤리적이고, 자신의 업무에 헌신하며, 지속적으로 봉사활동을 하고 있는가에 대 한 원인을 찾는다. 연구결과 윤리적 의사결정을 가능하게 했던 요인으로는 상황적 요인 으로 상사의 도덕성과 윤리교육, 그리고 개인적 요인으로 경제적 여유가 영향을 미쳤다. 자신의 업무에 헌신하게 만든 동기는 개인적 요인으로 개인의 만족감, 일에 대한 즐거 움 그리고 공무원으로서의 사명감이 영향을 미쳤으며, 상황적 요인으로는 다른 공직자 가 롤모델로서 영향을 미쳤다. 적극적인 봉사활동을 하는 이유는 지인의 권유, 자신의 과거 경험, 공무원으로서의 사명감, 그리고 경력에 도움이 되기 때문이었다. 본 연구는 다수의 공무원들에 대한 구조화된 설문조사를 통한 이론의 정립이나 확인을 위한 연구 라기보다는 소수의 모범적인 공무원들에 대한 사례연구를 통해 한국적 상황에서 공무원 의 윤리적 의사결정, 직무에 대한 헌신, 그리고 봉사활동에 대한 동기요인을 찾아보는 탐색적 연구이다.
Abstract
The current exploratory study has examined four public officials who received ‘Ha Jeong Cheong Baek Ri’ award given by Seoul city government from 2009 to 2012 to find motivational factors of ethical decision making, work dedication, and volunteering. Through in-depth interviews, the study have found important motivational factors considering Korea’s context. First, morality of higher public officials, educational programs, and economic situation affected ethical decision making of the public official. Second, job satisfaction based on self-determination, a sense of duty, and a role model influenced the public officials to work harder. Third, past personal experience, a sense of duty, and career development were important reasons to do voluntary work of the public officials in this study.
