Abstract

This study reports the relationship between bureaucracy and administrative democracy, and searches for alternatives to strengthen administrative democracy. Korean bureaucracy shows the characteristics of developmental state based on strategic vision, financial support, and regulations in nation-building and economic development process. In the transition to democratic system, interest in administrative publicness and bureaucracy has been increased, and therefore, active discussions on administrative democracy started. In this study, administrative democracy is defined as embracing democratic principles and alternatives, usually discussed in the politics, in the administrative bureaucracy. In particular, administrative democracy means the extension of participation in the decision making inside and outside of bureaucracy and equality of result. To find various alternatives, Neo-Weberian, interpretive, and critical perspectives are introduced for the better understanding of organizations. In addition, diverse alternatives in each perspective are suggested in the individual, organizational and environmental levels. In the administrative bureaucracy, the alternatives suggested will contribute to the rational task allocation and power set-off, formation of consensus through understanding and creation of meaning, and building equal power relationship.
