아시아 국가의 정부관료제 통제 비교: 유형화를 위한 경험적 탐색

정부의 권한이 형성, 위임, 행사되는 방식이 정치적 정당성을 확보하고 그러한 과정을 통해 산출되는 정책성과가 국민의 선호와 기대를 충족시킬 때 정부의 책임성이 구현된 다고 할 수 있다. 본 논문은 아시아 14개국을 대상으로 정부의 책임성을 확보하기 위한 다양한 기제들을 분석하여 관료제 통제의 유형을 판별하고자 하였다. 이를 위해 내부 및 외부, 수직 및 수평의 차원을 포함한 관료제 통제의 유형을 개념적으로 도출하고 아 시아 정부관료제 통제의 양태를 경험적으로 분류하였다. 분석의 결과는 아시아 정부관 료제가 하향적 내부통제, 상향적 외부통제, 수평적 통제가 혼합되어 있는 방식에 따라 상이한 유형으로 분류될 뿐만 아니라 전반적인 통제 수준에 있어서 순차적으로 서열화 된다는 것을 보여주었다. 관료제 통제의 유형을 경험적으로 확인한 본 연구의 결과는 향후 아시아 관료제의 변동 및 분화에 대한 통시적 비교연구의 토대를 제공하고 있다.
Abstract
It is believed that government accountability can be attained when government authority is formed, delegated, and exercised in legitimate ways and policy outputs satisfy the preferences and expectations of the general public. This study try to classify the types of controls over bureaucracy so as to enhance accountability in Asian countries. For this purpose, the study advances a typology of internal/external and vertical/horizontal mechanisms of controls and employs it to classify 14 Asian government bureaucracies. The results show that Asian bureaucracies substantially differ in the ways that mechanisms of controls are mixed and that they can be clustered by ordinal categories of the overall government accountability. These conceptual and empirical findings are expected to lead to further studies on the patterns of bureaucratic evolution and diversification in Asia.
