본 연구는 우리나라 공무원들의 공공봉사동기의 형성에 영향을 미치는 독립변수들의 특징이 무엇인지를 고찰하는데 목적이 있다. 기존 연구에서 제시된 공공봉사동기의 형성요인 중에서 공직입문 전 봉사활동 경험과 공직지원 동기를 중심으로 공공봉사동기 형성에 있어 어떤 특징이 있는지를 살펴보았다. 연구방법은 가설 검증적인 연구가 아닌 가설 창출을 목적으로 하는 사례연구를 수행하였으며, 이를 위해서 개방형질문지를 활용하였다. 대상은 중앙부처인 국무조정실과 국무총리비서실에 근무하는 공무원 21명과 보건복지부에 근무하는 공무원 10명, 총 31명을 대상으로 하였다. 연구결과의 상당부분이 기존 선행연구들의 결과들과 부합되는 결과를 가져왔다. 특히 기존의 양적연구들에서 제시된 내용보다 풍부하면서도 구체적인 공공봉사동기 형성에 영향을 미치는 독립변수들의 특징을 확인하였다. 아울러 공공봉사동기의 한국적 특수성을 확인하였다.
Abstract
The research question this article focuses on is: Can public service motivation be considered as something that evolves as a result of a person’s social service experience before being in public work and as a result of preferences for careers in public work. And if public service motivation evolves as a result of a person’s social service experience before being in public work and as a result of preferences for careers in public work, what factors account for this development? the article examines in what way, in what reason the different dimensions of public service motivation, held by a group of 31 employees in the Korean Central Government, relate to a person’s social service experience before being in public work and preferences for careers in public work.
