공무원 공직가치 요인에 대한 실증 연구: 지방공무원과 중앙공무원의 비교를 중심으로

공무원이 지녀야 할 공직가치는 시대와 환경에 따라 다르다. 공무원에 대한 국민의 시선이 어느 때보다 날카로운 최근의 세태에서, 우리나라 공무원의 공직가치를 확인하여 다시금 중심이 되는 기준을 재정립할 필요가 있다. 그리고 지방자치 실시가 20여 년이 지나가고 있는 지금, 지방공무원에 대한 공직가치에 대한 논의도 필요하다고 할 수 있다. 이에 본 연구는 중앙공무원과 지방공무원의 공직가치가 어떠한 차이를 보이고 있는지 확인하는 것을 목적으로 수행되었다. 연구 결과, 조직헌신의 가치를 중요하게 고려하는 중앙공무원과는 다르게, 지방공무원은 청렴성을 중요하게 고려하는 것으로 나타났다. 그리고 민주성의 가치를 중요한 것으로 보아 지방자치의 핵심 원칙을 그대로 반영하고 있는 것으로 나타났다. 이 외에 책무성과 혁신성의 가치가 어느 정도 차이는 있으나 모두 중요한 가치로 인식하고 있는 것으로 확인되었다. 본 연구는 탐색적인 방법론을 통해 공무원의 공직가치를 확인･규명하였다. 추후 연구를 통해 다른 요인과의 관계나 활용방안 등에 대한 연구로 확장할 필요가 있다.
Abstract
The value that civil servants need depends on the times and the environment. In the recent trend of public perception of public officials is negative, it is necessary to redefine public officials' public office values. Today, the implementation of local autonomy is about 20 years old. Therefore, it is necessary to discuss the value of public service to local public officials. The purpose of this study is to identify differences in the public service value of central and local public officials. As a result of the study, the central government officials considered the value of the organizational commitment as important, but the local public officials were concerned about the integrity. On the other hand, local public officials viewed the value of democracy as important. In addition, it has been confirmed that accountability and innovation value are all important values. This study identifies public officials' worthiness through an exploratory methodology. Future research needs to be extended to research on the relationship with other factors and how to use it.
