Abstract
This paper examines how judicial officials of the Government-General of Korea[朝鮮總督府] investigated Western juvenile correctional systems during the 1920s and how these investigations influenced the implementation of juvenile prisons and reformatories[感化院] in colonial Korea. Kasai Kentaro[笠井健太郞], who was dispatched to Europe and the United States, focused particularly on France and Italy, where juvenile correctional facilities emphasized training youth for military and industrial purposes. Drawing on these models, the Government-General sought to establish a ‘modern’ juvenile correctional legal framework in Korea, justifying it by referencing Western precedents. However, the Korean press recognized that the root causes of juvenile delinquency lay in the socio-economic contradictions of colonial rule. Korean intellectuals and media outlets strongly advocated for the enactment of genuine juvenile protection laws, similar to those in place in the West and Japan. These appeals were ultimately disregarded, as the colonial authorities prioritized the exploitation of Korean juveniles as a source of cheap labor to serve industrial development and protect capitalist colonial interests. Consequently, Korean demands for substantive protection and reform were never fulfilled.
