최근 가정의 해체와 윤리의식 약화로 인해 실종사건이 지속적으로 증가하고 있다. 여기에는 18세 미만의 아동, 지적장애인, 치매환자, 성인실종사건이 포함이 된다. 그러나 실종아동보호 및 지원에 관한 법률에 따르면 48시간이 경과되었을 때 장기 실종으로 보며, 이러한 장기실종사건을 전담하여 처리하는 부서를 전국적으로 설립하여 추적 할 필요가 있다. 실종사건의 발생 형태는 가정문제, 채무관계, 직장문제, 친구문제, 납치 유괴 등 범죄로 인한 문제, 길을 잃은 경우, 시설을 통한 입양 등 다양하게 발생하고 있다. 장기실종사건의 경우 전문성을 겸비한 전문경찰관이 수사를 지속적으로 해야 함에도 불구하며 일선 경찰서 가출담당 경찰관은 1년 후 발령이 나서 전문성을 유지하기 힘들다. 따라서 전문성을 겸비한 경찰관을 통해 지속적인 수사가 필요하며 이러한 제도를 뒷받침하기 위해서는 장기실종추적팀을 설립하여 운영을 해야 한다.
