Abstract

This dissertation is intended to analyze the dynamics and process as regards how the geopolitics in Western Europe has developed into a European politics within the context of an integrated European market. I suggest multi-level governance as an alternative explanation. From a theoretical point of view, multi-level governance pertains diverse assumptions and different preconditions, which leads us to apply a number of different middle-range theories depending on the nature of certain objects of analysis. In this research, I adopt such middle-range theories as policy-network models in dealing with different themes of the subject. The term or middle range theory, 'policy network' is here defined as the sum of institutional exchange relations among numerous European actors at various levels whose role and functions have been diversified in the process of political integration in Europe or of 'multi-level governance'. It is a structural condition and process of supranational policy-making through competitions between actors with differential authority and capacity within a constitutional structure.
