다층 거버넌스 측면에서 유럽연합에 대한 연구는 상대적으로 최근의 현상으로서 특히 1980년대 중반 이후부터 라고 볼 수 있다. 그 이전까지 유럽통합과정에 대한 연구는 일반적으로 정부간주의와 초국가주의라는 이분법적 도식이 주류를 이루었다. 이러한 측면은 1960년대까지만 하여도 유럽연합의 대부분의 정책영역은 주로 정부간주의에 근거하였고, 1970년대에 들어와 확대에 따른 유럽연합의 초국가주의적 성격이 보다 부각되는 현실을 반영하였기 때문이었다. 따라서 유럽연합의 다층 거번너스의 등장은 1970년대 중반이후 유럽연합의 대외적 측면(국제정치경제환경)과 확대와 심화로 상징되는 유럽통합의 대내적 측면간의 복합적 상호작용에서 연유했다고 볼 수 있다. 이런 측면에서 유럽연합의 다층 거버넌스의 등장배경은 크게 3가지 차원-1970년대 중반 이후의 국제정치경제환경, 유럽연합의 확대와 심화, 유럽연합 차원의 공동정책-과 관련이 있는 것이다. 유럽연합체제의 작동 메카니즘은 단순히 국가 행위에 국한되는 것이 아니라 사회를 이끌어 나가거나 통제 혹은 관리하는 사회적, 정치적, 그리고 행정적 행위자들의 모든 행위를 포함하는 것이다. 보다 중요하게는 정부의 권위와 제재에 대한 자원에 의존하지 않는 메카니즘에 있는 것이다. 요컨대, 다층 거버넌스로서 유럽연합체제는 배타적으로 국가 중심적이지도 않고 초국가주의적이지도 않다. 유럽이사회와 각료이사회에서의 행동논리는 정부간주의에 근거하고 있지만, 집행위원회, 유럽의회, 그리고 유럽사법재판소는 행위의 근거가 보다 초국가주의적이다. 따라서 국가 구조에서와는 달리 정책결정의 권위는 다양한 영역에 걸쳐, 그리고 다양한 행위수준에 걸쳐 점진적으로 분산되고 있다.
Abstract
The European Union(EU) is hugely different in both kind and degree to the international organizations with which it is normally compared. In fact, the EU has moved like a swinging pendulum between periods of intergovernmentalism and supranationalism. Consequently, the EU of today displays elements of both intergovernmentalism and supranationalism. The majority of European scholars accept that the EU operates at several different administrative levels and exhibits some features of governance. In this context, this article examines that governance in the EU is neither exclusively state-centric nor supranational. Thus, in the European Council and the Council of Ministers the logic of action might be intergovernmental, but in secondary policy areas where the Commission, the Parliament and the Court are active, the logic is much more supranational.
