지난 20여 년간 국제정치의 전개 과정에 있어 ‘세계화’는 가장 중요한 논제들 중의 하나였다. 이와 같은 세계화 논의는 동시에 ‘민족주의’에 대한 논의를 함께 불러일으킨다. 세계가 하나 되어 가는 현상은 역설적이게도 그 세계를 구성하는 구성원들이 자신의 정체성과 소속감에 대해 더욱 깊은 고찰을 하게 만드는 계기가 되었기 때문이다.본 논문에서는 ‘세계화’ 논의와 관련된 두 가지 대조적 입장을 비판적으로 검토하고 있다. 먼저 기존의 세계화론에서 지배적 담론으로 되어 있는 강대국, 특히 영미에서의 세계화론을 현실주의와 자유주의의 시각을 바탕으로 고찰한 후, 다음으로 이와 같은 지배적 세계화론이 강대국의 일방적 시각을 담고 있다고 비판하면서 약소국이라는 우리 국가의 시각에서 세계화론이 새롭게 정립되어야 할 필요가 있다는 주장에 대하여 살펴보고 있다. 이러한 두 가지 상반된 논의들에 대한 고찰을 통해 민족주의가 나아가야 할 방향과 세계화와 민족주의의 관계에 대한 새로운 관찰의 기준을 제시하고자 하였다.
Abstract
During the last 20 years, the term 'globalization' has been one of the most frequently discussed issues in the field of international relations. Discussion about the globalization in turn raised the issue of 'nationalism.' While the world was transforming into one unified community through globalization, the citizens of the world became aware of his or her identity as a member of a nation state. This article aims to review the two confronting attitudes toward the globalization. First, this article reviews the existing theories of globalization, especially those of the U.S.A and the U.K., based on two significant paradigms of international relations; the realism and the liberalism. Next, this article explores the scholars who exclaim that we need to revise the existing globalization theories by critically reviewing them, since those exiting theories only reflect the one side of the globalization, especially that of international powers. Through this process, this article tries to suggest the new point of observation for the direction of nationalism in the newly globalized world and for the relations between the globalization and nationalism.
