Abstract

Policy making system of the European Union is harmony with institutionalized bargaining and national cooperation. Two image of policy making system support for both of European and national interests. However, with increase of socioeconomic regulations of supranational level in 1990s, European Commission's authority on the regulatory measures make a remarkable increased. According European commission's increasing powers have set off the influence of the member states in the European governance. These situations have motivated the member states to make a reform comitology which is supranational decision making system being amalgamated with institutionalized agreement and political bargaining had been created in 1960s. Turning to deliberation, comitology system has been turned into complex system towards to restrict the commission's power which intervention in national interests. In this reason the comitology have developed into deliberative supranationalism.
