본 연구는 EU의 이주정책의 정책네트워크 형성과정을 분석해봄으로써 유럽차원에서이루어지는 이주정책의 형성 및 결정과정의 역동성을 규명해보는데 목적을 두고 있다. 본 연구는 EU내 이주정책과 관련 이슈네트워크와 유사한 정책네트워크가 작동되고 있다고 보고, 정책결정에 참여하는 다양한 층위에 존재하는 행위자들의 상호관계및 합의과정을 정책네트워크라는 개념을 통하여 살펴보고자 한다. 이를 위하여 첫째,유럽 이주정책결정 메커니즘 분석에 정책네트워크 이론 틀을 적용시켜봄으로써 정책네트워크를 통한 설명의 유용성 및 적실성에 대한 논의를 시도하고자 한다. 둘째, 유럽연합 차원의 이주정책 정책네트워크 형성과정을 분석하고자 한다. 이 과정에서 여러 수준의 공식적·비공식적 행위자 간 자원과 선호의 수렴과정을 분석하여 공동체차원에서 정책 형성 및 결정과정에서 어떠한 행위자들이 정책결정에 어떻게 영향을미치고 있는지 밝히고자 한다. 셋째, 유럽연합의 이주정책 정책네트워크에 대한 사례분석을 통해 정책행위자들이 어떤 방식으로 정책 형성에서 요구되는 자원을 동원하며, 이 안에서 어떻게 상호 의존적인 관계를 형성하게 되는지, 정치적 환경, 네트워크의 구조, 네트워크의 자원 및 전략이라는 변수를 중심으로 알아보고자 한다.
Abstract
The purpose of this study is to examine closely the dynamics of the process in the formation and determination of migration policies developed in Europe by analyzing the formation process of policy network in EU’s migration policy. A policy network similar to issue networks relevant to its migration policy is functioning within the EU. In light of this concept, policy network, this study attempts to observe the relationships among the actors, that exist on a variety of levels, who participate in the decision-making process of these policies, and the process of how they reach an agreement. For this purpose, this study will first attempt to discuss the appropriateness of this explanation based on policy network by applying the framework of policy network theory to the analysis of the decision-making mechanism of Europe’s migration policy. Then we will analyze the formation process of the policy network of migration policies within the EU. In this process, we will analyze the process of how the resources and preferences of the official and unofficial actors on different levels are merged together, and shed light on how certain actors influence the policy decisions in the course of the formation and determination of policies for larger communities. After this, we will conduct a case study on the policy network of EU’s migration policy. Through this analysis we will investigate how policy actors mobilize the resources needed to form the policies, how inter-dependent relationships are formed during this process, and the variables such as political environment, network structure, network resources and strategy that exist.
