네트워크 국가는 전지구화의 발전과 흐름 속에서 추구되어지는 국가의 형태라고 할 수 있다. 정치적 측면에서 전지구화는 국가중심적인 정치에서 복합적이며 다층화된 정치로의 이행을 강조하고 있다. 이러한 환경변화 속에서 유럽연합의 거버넌스에 관한 논의는 주요한 의미를 가진다고 볼 수 있다. 그것은 유럽연합의 거버넌스의 방식이 네트워크 국가가 지니는 면모와 가장 유사하게 나타나며, 보다 혁신적인 형식을 띠고 있기 때문이다. 이는 개방형조정방식의 조정 메커니즘을 통해 확인할 수 있다. 유럽연합의 개방형 조정방식은 광범위한 공적, 사적 행위자들의 참여가 이루어지도록 한다. 행위자들의 참여와 관련하여 개방형 조정방식은 다층적 특징을 나타내며, 국가 행위자 보다는 다른 분야의 행위자들이 참여하여 협동적 실행과 네트워킹을 강조하도록 고안된 것이다. 개방형 조정방식에서 절차적 합리성과 심의적 시스템은 주요한 요소로 작용한다. 즉, 정부차원에서 일방적으로 이루어지는 정책 수립과 정책집행에 기초한 방식이 아니라, 사회 각 구성원의 목소리에 귀 기울이고, 그들의 이해관계를 적극적으로 반영하는 방식이 정책결정과정에서 주요하게 작용하는 형태이다. 본 연구에서는 유럽연합의 고용전략과 연금 개방형 조정방식의 심의민주주의적 요소를 고찰하고 있다.
Abstract
This article studies the OMC (Open Method of Co-ordination) of the EU's governance. We may regard this as a mode of governing which is relevant to the deliberative democratic perspective. The emphasis on transparency, participation and learning could be regarded as the basic principles that express the democratic qualities of the OMC. This can be noticed through an analysis of the OMC in the area of employment and pensions. Although it might be assumed that the OMC is an open mode of governance that includes deliberative democratic qualities, the analysis of the OMC used in this study revealed that it has certain limitations.
