Abstract
Since 1990s overall European integration process has changed from national cooperation to the divergence of authority system. At the Same time, central governments have not hesitated to transfer of European options to the local governmental where these governments were considered to encroach on its competences. Moreover supranational policies and regulations including cohesion policy, single market policy and social policy of European Union’s, which established the province as the third level of powers to the local governments. Although the local governments are supposed the be the main executors of European policy, divergence of power has asymmetry in the regions. Except for federal states, for the most states based on the hierarchical constitution system admitted of provisional power for the regional governance in the European options. And the difference of political authority and economic powers in the local governments have remains a adherence of asymmetrical development within the local governments.
