성 주류화(gender mainstreaming)에대한 비판적 성찰: 여성정책의 새로운 패러다임인가? 함정인가?

초록

90년대 후반 이래 성 주류화는 국내 여성정책의 핵심어가 되었다. 성 주류화 기조 하에 여성정책조정회의, 여성정책책임관 제도, 공무원 성 인지 교육, 성별분리통계의 생산 등 과거와는 다른 다양한 정책 패키지가 등장하였고, 최근에는 성별영향평가가 전면적으로 실시되기에 이르렀다. 그럼에도 불구하고 정책현장에서 성 주류화는 많은 혼란과 저항에 직면하고 있다. 이는 오늘날 한국의 성 주류화가 안고 있는 딜레마를 단적으로 보여준다. 성 주류화는 ‘여성’만을 대상으로 하던 이전의 접근과 달리 가부장적 규범, 제도, 조직, 나아가 구조적 질서를 문제시하고 이에 도전하고자 한다는 점에서 성평등에 대해 높은 잠재력을 가지고 있다. 그러나 동시에 실제 시행 과정에서 나타나는 혼동과 오해는 성평등 정책의 함정이 될 가능성 내포하고 있는 것이 사실이다.그렇다면, 전환의 잠재력으로서 성 주류화가 성평등 정책의 함정이 될 가능성을 안게 된 패러독스의 근원은 무엇인가? 한국의 성 주류화 정책은 향후 성평등에 어떠한 영향을 미칠 것인가? 이에 대한 대답을 찾기 위해 이 글은 우선 성 주류화 개념의 이론적 속성을 검토하였다. 성 주류화는 많은 페미니스트들이 인정하고 있는 전환의 잠재력으로서의 의의와 원칙 이 외에 모든 국가들에서 보편적으로 통용될 수 있는 분명한 정의를 내리기는 불가능한 그 자체 모호하고, 비어있는(empty) 개념이라는 점을 강조하였다. 또한 합의 부재에도 불구하고 암묵적으로 이루어지고 있는 합의, 즉 국가 기구 내 행위자를 정책의 핵심적 주체로 자리매김하는 방식의 개념화와 정책적 실천이 가지는 딜레마를 논의하였다. 이러한 전제적 논의를 기초로 하여 성 주류화의 대표적 정책 도구인 성별영향평가를 중심으로 한국의 성 주류화 경험을 개괄적으로 검토하고, 성평등에 대한 함의와 과제를 제시하였다.

Abstract

ince the 1990's, gender mainstreaming has been widely adopted as a strategy for gender equality. But there is still widespread confusion and misunderstanding over the exact meaning of gender mainstreamig. Among the feminist researchers it is conceived that gender mainstreaming is a Janus head strategy toward gender equality. On the one hand it is a strategy that has the potential to realize transformation of unequal gender relations, but on the other hand it is a major danger to existing gender equality policies. Gender mainstreaming was initially launched and diffused as an empty signifer that can be filled with everything. The dilemmas of gender mainstreaming are resulted from the absolute reliance on actors within the administrative machinery. The active engagement of actors with feminist perspective such as feminist researchers, femocrats and organized voices in the women's movement is needed for the realization of the transformative potential of gender mainstreaming.
