비타 악티바(Vita Activa)의 실현과 주민자치: 한나 아렌트의 정치 존재론을 중심으로

오늘날 ‘주민자치’에 대한 주제는 행정학 및 정치학의 한 연구분과에만 머물지 않고 대의제와 삼권분립 체제에 대한 문제의 해결 논제로서 기대를 모으고 있는 분야이다. 그러나 쏟아지는 연구물의 축적에도 불구하고, 프락시스적 토대에 대한 결핍은 여전히 상존한다고 보여지고 있다. 이에 정치 존재론의 기반에서 주민자치가 연구되기를 제안하며, 실증분석 위주의 연구사조에 대한 비판과 더불어 기존의 법률 및 제도 중심의 연구에 대한 한계 또한 되짚어 보고자 한다. 대안의 근거는 한나 아렌트의 비타 악티바(Vita Activa)의 사유로서 진행된다. 토마스 홉스의 기계론적 정치관이 중앙집권에 대한 배경으로서 작동한다면, 주민자치의 이상적 대안에는 아렌트의 ‘행위’의 정치를 통해 사유해볼 수 있으리라 보기 때문이다. 이로써 지금까지의 주민자치에 대한 연구의 비전으로서, 기존의 사회과학 방법론의 접근과 아렌트의 정치 존재론 간의 화해의 지점을 모색하며, ‘다원성(plurality)’ 실현으로서 주민자치에 대해 논의하고자 한다.
Abstract
Today, the study of local self-governance (resident autonomy) is a topic that is expected to offer a solution to the problem of the representative system and the separation of powers, not just a branch of research in public administration and politics. However, despite the vast accumulation of empirical studies, the lack of a praxis-based foundation still appears to exist. Therefore, I suggest that the concept of local self-governance be studied on the basis of political ontology, and I would like to review the limitations of existing research centered on laws and institutions, along with criticism of the research trend focused on empirical analysis. The basis for the this alternative rest on Hannah Arendt’s notion of Vita Activa. This is because if Thomas Hobbes' mechanistic view of politcs serves as a background for centralization, it is believed that the ideal alternative to local self-governance may be conceived thought Arendt's politics of ‘action’. As a vision for research on local self-governance, I would like to explore the point of reconciliation between the existing social science methodology approach and Arendt's political ontology, and discuss local self-governance as a realization of ‘plurality’.
