말하기 활성화를 통한 도시발전: 아렌트의 논의와 사례의 시사점

본 논문에서는 도시공간이 건물들이 모여 있는 단순한 물리적이고 지리적인 공간이 아니라 이것을 초월하여 시민들의 생활세계적인 관점에서 사람과 사람 사이에 말과 행위를 통해 열리고 형성되는 정치적 공간이라는 것을 적극 부각하고자 한다. 따라서 본 논문의 목적은 도시의 정치적 공간측면을 적극 강조하고 이러한 공간의 활성화를 위한 적극적인 시도로서 ‘시민들의 말하기’를 통한 도시 활성화 방안’을 논의해 보고자 한다. 즉, 말을 통한 공적영역의 활성화라는 정치학적인 접근을 통해 도시의 발전방향을 탐색해 보고자 하는 것이다. 결국, 도시의 발전방향이라는 것은 도시공동체가 공공정책을 추구하는 과정에서 갈등과 폭력사태를 최소화하는 가운데 조화로운 사회통합을 추구하는 것을 말한다.
Abstract
The purpose of this article is to illuminate the space of a city as an opening and appearing political sphere: it is not limited to an administrative district imposed upon the physical and geographical place. It is rather an opening and growing space naturally organizing itself through citizens' communicative speaking and acting together in the life-world perspectives. For this purpose, this article tries to explain the characteristics of this political space and, then, to put forward a plan for revitalizing a city through the mutual communication among citizens. In other words, this is an attempt to revitalize a city from the perspective of political science, which will help result in the minimum occurrence of violence in the pursuance of public policies.
