Abstract
This study defines disasters not as mere natural or accidental events, but as political phenomena that reveal how society organizes and partitions itself. From the Sewol ferry disaster and the Itaewon tragedy to the Donghak Peasant Revolution, colonial experience, the Korean War, and state violence under military regimes, the trajectory of modern and contemporary Korean history has repeatedly experienced arenas of disaster and oppression. In this context, Rancière’s conceptual framework—the distribution of the sensible, politics versus police, and the part of those who have no part—offers a decisive analytical lens for examining disasters as democratic events that expose concealed structures of inequality and articulate the emergence of the excluded as political subjects. Disasters function simultaneously as mechanisms of suppression, in which victims’ voices are silenced by the police order, and as occasions that open the possibility of new practices of equality. Accordingly, Korea’s experience of disasters demonstrates that democracy cannot be reduced to institutional stability or procedural order, but is continuously renewed as an event that verifies equality.
