이 논문은 정선 폐광지역에서 전개된 3·3주민운동을 로컬평화(local peace)의관점으로 분석하고, 전개 과정에서 나타나는 수행주체성을 검토한다. 선행연구가개발과 정치의 역학관계를 중심으로 3·3주민운동을 제한적으로 이해하고 있다는한계를 출발점으로 삼아, 본 논문에서는 3·3주민운동의 논의와 해석의 새로운가능성을 모색하였다. 정선 폐광지역의 위기는 단순히 석탄산업의 쇠퇴에서 나온것이 아니라 로컬에 대한 국가의 폭력적인 개입과 이를 정당화하는 과정에서 비롯되었다. 3·3주민운동은 국가와 로컬 사이의 위계적인 관계를 바로잡고 일상의 평화부재를 극복하기 위한 로컬 행위자들의 평화 실천이었다. 로컬의 집단적 경험과기억은 지역 주민들이 수행주체성을 발현하는데 중요한 요건으로 작동하였다. 본연구는 3·3주민운동을 로컬평화의 관점으로 해석함으로써 지역사회에서 나타나는 로컬 행위자들의 역동적임 움직임을 평화형성 과정으로 이해할 수 있다는 새로운시각을 제시한다.
Abstract
This paper analyzes the 3·3 Residents Movement in the abandoned mine area of Jeongseon through the lens of local peace and examines the agency that emerged during its development. Starting from the limitation that previous research has tended to interpret the 3·3 Residents Movement narrowly within the dynamics of development and politics, this paper seeks to explore new possibilities for discussion and interpretation. The crisis in the abandoned mine area of Jeongseon did not simply stem from the decline of the coal industry but was rooted in the state’s violent intervention in the local and the processes that legitimized such intervention. The 3·3 Residents Movement constituted a peace practice through which local actors sought to rectify the hierarchical relationship between the state and the local and to overcome the peacelessness embedded in their everyday lives. The experiences and memories accumulated within the local functioned as crucial conditions for the emergence of local actors’ agency. By interpreting the 3·3 Residents Movement from the perspective of local peace, this paper presents a new analytical perspective that understands the dynamic actions of local actors as an ongoing process of peace formation within the local society.
