풀뿌리 민주주의와 한반도 평화 도시외교의 인식론적 재구성

초록

연구 목적: 본 연구의 목적은 평화의 개념을 인식론적 재구성을 통해 한반도 평화에 대한 재접근을 시도하는 것에 있다. 연구 방법: 본 연구는 현상의 문제를 철학적 인식론의 토대에서 재구성하기 위해 가장 적합한 방법론으로 문헌연구를 채택했다. 연구 내용: 평화 인식 주체의 층위를 국가로 한정한 결과, 현상 유지적 세력균형과 평화의 혼동이 나타난다. 본 연구는 따라서 주체의 층위를 해체시켜 평화의 지역화를 통해 평화의 가능성을 가늠한다. 결론 및 제언: 남북 간 긴장으로 한반도 평화는 관리 불가능한 의제가 되어가고 있는 상황에서 국가외교에서 벗어나 풀뿌리 민주주의를 살린 도시 외교 구상은 다층적 대안으로 유의할 것으로 보인다.

Abstract

The purpose of this study examines peace on the Korean peninsula through an epistemological reconstruction of the concept of peace. The study is developed by the phenomenon was reconstructed on the basis of philosophical epistemology. In other words, the study focus on the conceptual aspects of peace, and explain it in empirical terms seem to have been successful to a degree.ﾠHowever, most of the studies are mere maintenance of the status quo, not peace.ﾠThis is the result of limiting the layers of subjects who are aware of peace to nations. By dismantling the layers of perception of peace and exposing the monolayer of such perception, the possibility of peace emerges through its localization.ﾠThe subject of perception would be the local government, and the means of diplomatic outreach in urban areas can be viewed as a potential example.In an era where the term “neo-Cold War” is used as a common noun, tensions between North and South Korea have become an issue that is unmanageable on the surface.ﾠEspecially this study is timely and academically significant as it looks back on the possibility of peace through a shift in perception, especially as inter-Korean relations have remained in a state of stagnation.
