Abstract
Up to now, studies on gwan-sa have mostly focused on reconstructing the diplomatic maritime route of embassies, identifying the locations of certain gwansa[official guesthouses, 館舍] installed along that route, and reexamining those preceding studies. Consequently, there has been almost no discussion of the background of the establishment of gwansa in early Goryeo, the processes by which they were organized, or aspects of their nationwide operation. Yet the installation and operation of gwansa presupposed the arrival of foreign envoys to Goryeo, and decisions regarding in which gwansa each envoy would stay and how they would be treated can be said to be closely aligned with Goryeo’s foreign policy. Accordingly, this study examines the background of the establishment of gwansa in the early years of Goryeo’s founding, the background of their reorganization and increase during the reigns of King Hyeonjong[顯宗] and King Seongjong[成宗], and the processes of reorganizing gwansa in Gaegyeong[開京] and in the provinces after diplomatic relations with Song were resumed during the reign of King Munjong[文宗]. Through this, it clarifies that the installation and reorganization of gwansa in each period of Goryeo were closely related to changes in Goryeo’s foreign relations at those times. Furthermore, during the period when Liao and Song coexisted, Goryeo, in its diplomacy with these states, outwardly appeared to treat Song envoys with special favor by converting the king’s secondary palace—located outside the imperial fortress—into a gwansa for their stay. In reality, however, Goryeo provided diplomatic precedence to Liao envoys, with whom it maintained formal diplomatic relations, by lodging them in a gwansa situated along the most prosperous Namdae Street. At the same time, it can be confirmed that Goryeo’s arrangement carried the intention of protection and control over the Song delegation.
