고등교육정책개혁 제도변화 연구: 대학설립준칙주의의 구조개혁을 중심으로

고등교육 정책은 긍정적 파급효과에 대한 기대가 크고 장기적으로 국가의 미래 인적 자원 양성에 관한 것으로 현대 국가에서 중요하게 여겨지는 정책 분야이다. 정부는 고등교육정책의 제도 운영권을 지니고 있으나 중요한 정책결정자이나 장기적 미래 분야에 대해 얼마나 적정한 정책결정이 이루어지는지에 대해 의문이 있다. 시장 기제가 아닌 정부의 정책 결정은 향후의 환경 변화와 미래 예측을 부담해야 하기에 쉽지 않다. 한번 도입된 제도는 자체의 생명력을 지니고 있으며 제도의 지속기 동안 정책 수혜자 집단이 생겨나면서 쉽사리 없어지지 않는다는 특징이 있다. 우리나라 고등교육 정책 중 대학 구조개혁과 관련한 내용은 대학의 비대해진 양적 구조와 이에 반비례하는 학령 인구 축소와 직접적으로 연계된다. 김영삼 정부에서 시작된 고등교육 개혁은 이후 고등교육의 방향을 제시하고 지금까지 개혁적 요소가 실현되어왔으나, 대학 설립 기준의 완화는 미래 전망을 잘하지 못한 것으로 비판받아 이는 수정의 대상으로 여겨져 왔다. 이후의 정부는 계속하여 대학 수의 초과 공급과 학령인구 감소로 대학을 구조조정의 대상으로 삼았으며 이명박 정부 시기 대학 반값 등록금 요구 사태 등으로 재정지원과 연계된 구조조정이 더 강하게 연계되어 현재에 이른다. 본 연구는 대학구조개혁의 제도변화를 정부별로 고찰해보았으며 제도는 5･31 교육개혁 중 대부분은 제도가 계승되었으나 그 중 대학설립준칙주의는 변경의 대상으로 분리되어 이후로는 이를 수정하기 위한 제도 설계가 이루어진다. 이명박 정부에서는 반값 등록금 요구라는 예기치 않은 촉발 사건으로 제도는 강화되어 왔으며 문재인 정부에서 이를 완화하려 하였으나 재정과 연계된 대학구조개혁은 지금까지 이어져 오고 있다고 볼 수 있다.
Abstract
Higher education policy is a policy field considered important in modern countries as it has high expectations for positive ripple effects and is about fostering future human resources in the country in the long run. The government has the right to operate the system for higher education policies, but there are doubts about how appropriate policy decisions are made for important policy makers or long-term future fields. Government policy decisions, not market mechanisms, are not easy to bear future environmental changes and future predictions. Once introduced, the system has its own vitality and is characterized by the fact that it does not disappear easily as a group of policy beneficiaries emerges during the duration of the system. Among Korea's higher education policies, the contents related to university structural reform are directly linked to the enlargement of the university's quantitative structure and the reduction of the school-age population inversely proportional to it. The reform of higher education, which began under the Kim Young Sam administration, has suggested the direction of higher education and has been realized so far, but the relaxation of university establishment standards has been criticized for poor future prospects and has been considered a subject of revision. Since then, the government has continuously targeted universities for restructuring due to the oversupply of universities and a decrease in the school-age population, and restructuring linked to financial support has been stronger due to the demand for half-price tuition during the Lee Myung Bak government. This study examined the institutional changes of university structural reform by government, and most of the May 31 educational reforms were inherited, but among them, the principle of university establishment was separated as the subject of change, and after that, system design is made to modify it.
